Regular infantry forces are insufficient.
The Russian military command formed the 20th Regiment of the Russian Armed Forces from personnel of the 12th Main Directorate of the Russian Ministry of Defense, which is responsible for the security of nuclear ammunition storage facilities and other nuclear sites, and sent it to Toretsk. This was reported by OSINT researcher Unit Observer, citing Vazhnyye Istorii.
According to the analyst, in November 2024, trucks from the 12th Main Directorate crossed the border into Donetsk Oblast. They were identified by the two-digit number "39" on the license plate, a designation used exclusively by the 12th Directorate of the Ministry of Defense.
In December, Z-channels released a video showing the 20th Regiment of the Russian Armed Forces in Toretsk. Its subordination and origin were unclear, and the unit number was unknown.

Through reports on missing soldiers, the researcher deduced that the soldiers of the 20th Regiment belong to military unit 43,879, attached to the 132nd Motorized Rifle Brigade, operating in the southern part of Toretsk.
This military unit was linked with three other units under the 12th Main Directorate of the Ministry of Defense: 25,625 ("Khabarovsk-47"), 73,752 (formerly the 1508th Repair Base), and 39,995 in Irkutsk, where nuclear warhead assembly work was carried out in the USSR.
The activities of the regiment are almost never publicly discussed. The first mention of the motorized rifle regiment of the nuclear forces found by Unit Observer dates back to July 2024. One of the soldiers noted that they entered Horlivka on November 13, which roughly corresponds to the date they first engaged in combat.
