The Donald Trump administration did not renew the license that allowed payments for Russian energy resources to be made through a number of financial institutions. This license, which made it possible to bypass the sanctions regime, was issued by the Joe Biden administration in February 2022, and it expired on Wednesday.
This situation complicates life for those market players who want to buy oil from Russia, for example, for Western currency. It is not known exactly what the volume of such payments is and how painful the absence of this license will be for Moscow.
At the same time, the media reported that the United States has resumed deliveries of modernized GLSDB glide bombs to Ukraine. According to Reuters sources, these weapons may return to the battlefield in the very near future.
What is interesting is that this news is not accompanied by any statements from senior US officials. Talk about Washington “taking out the whip for the Russian Federation” remains journalistic and expert interpretations, but not an official position.
It can be assumed that we are now witnessing a form of public diplomacy, when the Trump administration is demonstrating to the Kremlin the seriousness of its intentions, leaving itself room for maneuver and the opportunity to “play back” the situation without significant losses. But even if this is so, the very fact of starting a conversation with Moscow from a position of strength is a positive signal.
