What mandatory elements remain?
The Ministry of Internal Affairs has changed the instructions on the procedure for taking exams for the right to drive mechanical vehicles. The changes affected future motorcyclists and motorists, including truck drivers.
For them, in particular, the list of mandatory elements that must be passed during the practical exam in the city has been revised.
Telegraf.news journalists looked into the specifics of driving exams and found out what else has changed for driving school students in Belarus.
The Ministry of Internal Affairs enshrined the new procedure for passing exams in driving schools in its Resolution No. 73 of March 7, 2025, which was officially published on April 5 on the National Legal Internet Portal and, therefore, will come into force from tomorrow.
What has changed in the exam for category B, C, D licenses?
The most significant changes affected the procedure for passing the practical part of the exam at the State Automobile Inspectorate — driving itself. So, if a person already has a category C license (trucks), he will now have to pass the practical exam for a category B license (passenger cars) only in real traffic conditions in a populated area, that is, he no longer needs to pass the test at the State Automobile Inspectorate driving range, but can immediately go to the exam in the city.
And vice versa — if a person has a driver's license for the right to drive a category B vehicle, he will also not need to pass the driving range, but only the exam in the city to obtain a category C license.
If a person simultaneously passes practical exams for the right to drive vehicles of both categories, B and C, then he has the opportunity to complete the mandatory elements at the driving range — in a training passenger car, and in urban conditions — in a training truck, or vice versa.
But the practical exam for the right to drive category D vehicles (these are buses and cars intended for the transportation of passengers and having more than eight seats, i.e. conditional minibuses) will now be taken only in real traffic conditions in a populated area.
The practical exam for the right to drive vehicles with trailers (categories BE, CE and DE) will now be taken only at the autodrome.
How to get a license back after being deprived of it?
The instruction has also changed the clause that states how to get my license back after being deprived of it, when the law requires retaking the practical part of the exam (this is, in particular, necessary for those who were deprived of their license for drunk driving or for handing over their license to someone while intoxicated). The instruction states that in this case the exam will have to be taken only in real traffic conditions in a training car or motorcycle of the corresponding category. In this case, you will not have to pass the test site.
Which elements of the exam and how many will be mandatory?
The Ministry of Internal Affairs decree also contains changes to the mandatory elements of the practical exam. Thus, when obtaining a category B, C, BE, CE and DE license, three elements were made mandatory at the test at the driving range (previously there were two). The mandatory elements themselves remained the same:
driving onto an overpass,
reversing into a parking space,
diagonal parking,
turning around on a section with a limited width of the roadway.
But the list of mandatory elements in the city was significantly cut. If earlier it contained about ten elements, now only three will be mandatory for those taking the category B, C and D exam:
driving on a road with two or more lanes for traffic in one direction (if any) at the maximum permitted speed, as well as maintaining a safe distance and intervals;
making at least one U-turn at an unregulated intersection;
making at least one left turn at an intersection.
Also, the new version of the instructions strictly limited the time allotted to the examiner to make a decision on passing or failing the practical exam. The examiner must announce “passed” or “failed” to the person and put a mark in the AIS GAI no later than 5 minutes after completing all the elements of the autodrome or no later than 5 minutes after completing the route set by the examiner at the city stage of the practical exam.
