EU Intends To Impose Sanctions Against 149 Russian-linked Vessels

EU countries have started to agree on the 17th package.

The European Union intends to impose restrictions against 149 vessels of the so-called shadow fleet within the framework of the 17th anti-Russian sanctions package. This is reported by EUobserver with reference to sources in diplomatic circles.

About 25 vessels that may be included in the register are now sailing in the Baltic and North Seas, others are in the Black Sea and Eastern Mediterranean areas near India and China. At the same time, only 15 of the 149 vessels fly the Russian flag.

"Inclusion on the list means they will be banned from calling at EU ports or using EU maritime services, such as insurance, repairs or refueling, after the decision [on the ban] takes effect on May 20," the publication reported.

Representatives of EU member states discussed the new measures on May 12. Sources said most delegations expressed support for the proposal, while others requested more time for analysis. The discussion was "fast" and "by consensus."

The new sanctions package is scheduled to be adopted on May 20. In addition to nearly 150 Russian vessels, it will include 54 Russians and 14 individuals who are aiding Russia's military efforts, according to EUobserver. In addition, the 17th package of sanctions provides for tougher exports of dual-use technologies from the EU.

On May 9, Britain expanded the sanctions list against Russian individuals. London blacklisted 101 tankers, as well as five individuals and four legal entities, including the Russian insurance company Soglasiye. According to the British authorities, the listed tankers make up the bulk of the so-called shadow fleet and have transported more than $24 billion worth of cargo since the beginning of 2024.
